This idiom has two similar meanings:
One is a figurative point in which you are not willing to cross
So, for example;
I'm not willing to leave this park, I'm DRAWING A LINE IN THE SAND
until I teach you an idiom.
The second
is also a figurative or imaginary line
that once crossed certain action takes place.
So, when this park was formed, it DREW A LINE IN THE SAND
protecting it from further development or exploitation
