I created two blocks because the maximum output of one block can only have 12
and since there are total 22 stations.
Here comes the important part.
I used the same counters as the previous ones
Except, the output pattern in logic blocks become different (you can pause at 0:46 to see the difference)

Sometime, there might have constructions in some station stops
