The International Religious Freedom Act of 1998 created the Office of International Religious
Freedom and an Ambassador at Large here at the State Department as well as the U.S. Commission
on International Religious Freedom. USCIRF is the Congressionally-mandated independent
commission on international religious freedom. The International Religious Freedom Act reflects
the importance of religious freedom to the American people. We take this responsibility
to promote the universal human right to the freedom of thought, conscience and religion
very seriously. Although the names are similar, USCIRF and
the State Department's Office of International Religious Freedom are two completely separate
entities. While USCIRF is not part of the Executive Branch, we do work closely with
the commission and take their recommendations and observations into account as we advance
international religious freedom as an integral part of the foreign policy of the United States.
