Dog Barking Fine in Los Angeles

los angeles has uh... unanimously the city council in los angeles has unanimously passed a very very strict this city is filled with crazy people and their dogs on a very uncomfortable blog spending enable like i have three dogs arm and said oh i know what it's like to have to have a dog embarks in your yard in the kind of feel bad for your neighbors or two get a complaint from a neighbor will now here in austin but it must be outrageous for the first day of my daughter still hungover noah's obligate the way this goes is dog owners would face fines no win-win there is excessive barking when there's a complaint the first fund would be two hundred and fifty dollars than it would be five hundred dollars for a second and then a thousand for a third and this would all be done with a hearing conducted by the department of animal services to determine if the dog barks to much now because seems excessive and it kind of seems crazy but in this city there are dogs barking twenty four seven and there is a there is uh... away to take care of a dog and there is a way to not take care of a dog in one way to not take care of a dog is to leave the dog all alone in the yard tied up ignored all-day an all-night when they do that they have this really weird reaction they bark political locked so so easier weakness it's it's what i would consider a good way of getting down dull owners about their dogs and not taking dogs and blaming the dog for that's unto caesar below nish although i don't know who that is or if that's what made us if we had a dog whisperer richard kamon whether ok but um... that none of the offers law i think this important is i think it's fantastic and i'll tell you why one yes i do think in most cases when there are some marking excessively they're being neglected by their owners and to is it's great for me and everybody around me except the people who owned dogs ice can follow up on the dogma iva alec and own one out of the travel to and from what i will travel to much but there are a couple neighbors in our area and on our street whose dogs part constantly and mostly on weekends awam weeknights but still start around ten thirty eleven at night and going going go because they're probably out and and it's not just in the backyard is in the house but it's a large part for ten minutes or more yeah personal intermittent for thirty minutes from our guess is that we are period yes it was the excessive i think that's a awesome and what happens you try to talk to them and you know nothing we can do about it arora well you know what pick it up from now i think your dog or pay the fine or maybe you're not going to be a dog owner and only two new hope i'm neighbors uncommon for a a you know i am checkbook comment on those cheryl's story here for your and uh... the police may wind up at the door to young kirk to take me away at the end of it but just within the past comedy is my belief batman and i i think i might add and i was sleeping in there were these there's these two dogs that barked it behind my house uh... incessantly night after night after night and one night i decided i wasn't going to take it anymore so like ag barely got dressed i know starting to get sexually weird i got in my car i drove up off the street behind my house to where these two dolls were i got out of the car ike walked into the house and there were these two i'm not gonna say the breed because that might implicate me but there were these two dogs standing there barking at me and i picked up a rock and ice mode now everyone's turning around you are a crazy person the a_f_l_ and i threw the rock not at the dogs i threw the rock over this fence in it landed with a thug right in their beautiful pristine patio area and it's scared of the dog so badly that the two dose rate in through a sliding glass door that was opened dave ran into like a master bedroom and then i realized no-one was home right and and my and my crazy expression of anger it didn't really hurt anyone it scared the dogs but i realized at that moment that the owners had not come home and these two dogs were standing there with clearly some attachment disorder to war missing their owners were were hungry so i called animal services and they sent a letter they sent a letter to those folks and they'll were required to go to a hearing but if you don't go to the hearing they do take the dogs
