I am not in favour of the proposal of the Commission, or the ECB
saying that these sanctions should be automatic in a way that
the Council of Ministers should have no say at all.
I dont agree the the Commission exclusively or a kind of non partisan body
without any kind of democratic legitimacy
could decide on sanctions, thats not feasible
governments have their say, and the parliament in implementing procedure
of course it has it's say also.
But if it's enough for a blocking minority
produced by some large countries to decide, despite the quality of debate
that there are no binding decisions that can be made,
then I don't care about the debate, I want a debate
which leads to sanctions if there are to be sanctions
and which gives them a realistic chance.
We will discuss the Slovenian deficit differently to the French deficit
So I want the rules to change.
I would like there to be a reverse qualified majority,
so that the Council would reject the qualified majority of the Commission
Instead of the Council having to approve Commission decision by QM
which changes everything in terms of blocking minorities
Let's not start talking about an unlimited revision of the treaties,
That will get us nowhere except to non-ratifcation
But for all those who don't like the Lisbon treaty, it will give them
the opportunity to to voice the concerns they've had since the outset
about the architecture of this treaty.
A small treaty change will equal a big reward.
