ELECTRONIC SIGNATURES. WE HAD THE FIRST MEETING AT THE BOARD MEETING
IN SAN DIEGO, AND HERE TO PRESENT IS BONNIE EDWARDS.
>> GOOD MORNING, JUST A RECAP OF WHAT WE DISCUSSED LAST TIME.
I KNOW IT'S A WHIRLWIND OF LEGISLATION AND TRIED TO TOUCH ON THE TOPIC.
THE [INAUDIBLE] APPLICATION THAT STARTED IN 1997.
THE PROJECT TEAM WERE TRYING TO GRAPPLE HOW TO EFFECTIVELY SECURE AND ACCEPT
STUDENTS APPLICATIONS ELECTRONICALLY. IT WAS FAIRLY NEW AT THAT TIME.
A LOT OF REGULATIONS AROUND FINANCIAL TRANSACTIONS BUT NOT SO MUCH APPLICATIONS TO
COLLEGE. SO YOU SEE AS YOU FOLLOW THE CHAIN IN YOUR
NOTES. THEY IDENTIFIED A REGULATION PUT FORTH BY
THE U.S. DEPARTMENT OF EDUCATION SPECIFICALLY FOR FINANCIAL TRANSACTIONS AND
FINANCIAL AID APPLICATIONS. WHICH THAT IS NOT APPROPRIATE TO OUR WORLD
OF APPLICATIONS TO COLLEGE. FOR ONE IT REQUIRES A STUDENT'S SOCIAL SECURITY
NUMBER, AND IF YOU DIG DEEPER IN THE REGULATIONS OF THE DEPARTMENT OF EDUCATION
TO DO A CREDIT CHECK ON THESE APPLICANTS.
AND THAT'S NOT APPROPRIATE TO APPLICATIONS FOR COLLEGE.
TO BRING US BACK TO THE PRESENT, WE ARE REWRITING THE APPLICATION TO COLLEGE AND
REVISITING ALL THE REGULATIONS AND RULES SURROUNDING THIS.
AND COLLECTING THE ELECTRONIC SIGNATURES AS WE MOVE INTO A MORE MATURE AND MODERN,
AND COMMON PLACE TO ACCEPT SOMEONE'S REGULATION IN ELECTRONIC FORMAT.
SO THERE ARE REGULATIONS IN THE SECRETARY OF STATE CALIFORNIA THAT THEY HAVE
DEVELOPED THAT WE WILL BE FOLLOWING. AND NOW WE ARE JUST SHORING UP THE TITLE 5
RECOMMENDATION S S -- RECOMMENDATIONS IN CONNECTION WITH THE LEGISLATION PUT FORTH
IN 2005. >> BASICALLY WE ARE ALIGNING WITH WHAT OUR
OWN SECRETARY OF STATE HAS PUT FORWARD SINCE 1997.
AND THAT'S THE TITLE 5 REGS YOU HAVE BEFORE YOU.
SINCE THE FIRST READING, WE HAVE RECEIVED NO FEEDBACK FROM THE FIELD.
