OUTREACH. IT CERTAINLY WILL NOT HAVE EVERY SINGLE IDEA WE COULD THINK OF. IF PEOPLE ARE

WE TALK TO PEOPLE THAT REALLY ARE NOT FAMILIAR WITH THE DEMOGRAPHICS IN THEIR OWN AREA. THE
FIRST QUESTION WE ALWAYS HAVE IS WHO ARE YOU TRYING TO REACH. CLEARLY, WE ARE TRYING TO
REACH MEMBERS OF THE PROTECTED GROUP. JOURNALISTS AND REPORTERS ARE OUR NEXT GROUP, AND POLITICIANS.
IT IS VERY IMPORTANT TO REACH OUT TO POLITICIANS BECAUSE THESE GUYS CONTROL THE BLOCK GRANT
FUNDS, GENERAL OPERATING FUNDS, THAT CAN HELP SUPPORT YOUR OPPOSITE -- ORGANIZATION. WHENEVER
WE DO ANYTHING, WE DO IT IN A WAY THAT THE COMMUNITY IS WATCHING WHAT WE ARE DOING, LISTENING
TO US, THEY ARE ALL POTENTIAL JURORS, AND DOING AN EXCESSIVE AMOUNT OF EDUCATION AND
OUTREACH GIVES YOU AN OPPORTUNITY TO EDUCATE THE JURORS AM A LIKEWISE EDUCATING JUDGES.
MANY GROUPS REACH OUT TO LAW ENFORCEMENT PEOPLE, AND WE WILL TALK ABOUT THAT FURTHER AS WE
MOVE FORWARD. CLEARLY, NEIGHBORHOOD ADVOCATES, AND I HAVE DIVERSITY ADVOCATES. I SEPARATE
THEM BECAUSE SOME ADVOCATE AGAINST RECEIPT OF SECTION EIGHT VOUCHERS IN APARTMENT COMPLEXES
IN THEIR AREAS. CLEARLY, WE SHOULD DO A LOT MORE OUTREACH TO THE LOCAL SCHOOLS, AND THEN,
OBVIOUSLY, WE DO OUTREACH TO APARTMENT OWNERS, REAL ESTATE COMPANIES, LENDERS, UNDERWRITERS,
APPRAISERS, AND ALL OF THOSE WORKING IN THE HOMEOWNERS AND MORTGAGE INSURANCE BUSINESS.
WHAT ARE WE TRYING TO COMMUNICATE WHEN WE DO EDUCATION AND OUTREACH? REGARDLESS OF THE
GROUP YOU ARE ADDRESSING, YOU HAVE TO FIGURE OUT HOW TO ATTACK ALL OF THE ISSUES THAT ARE
IMPORTANT, AND THE WAY YOU PRESENT IT CAN BE VERY DIFFERENT TO THE COMPOSITION OF THE
AUDIENCE. WE WANT TO TALK TO PEOPLE ABOUT THE EDUCATIONAL AND EMOTIONAL HARM WE KNOW
IS CAUSED BY HOUSING DISCRIMINATION. WHEN WE ARE TALKING WITH THE BUSINESS COMMUNITY,
WE OFTEN TALK ABOUT THE GLOBAL COMMUNITY AND THE IMPACT OF GROWING UP IN SEGREGATED NEIGHBORHOODS,
THE IMPACT IT HAS ON HIRING PEOPLE. WHERE DO YOU BEGIN -- WHAT IS YOUR LOCAL KNOWLEDGE,
HOW WILL YOU KNOW THE SERVICE AREA, AND DO YOU KNOW THE HISTORY OF YOUR COMMUNITY? MOST
OF THE FAIR HOUSING ADVOCATES HAVE A GREAT DEAL OF INFORMATION ABOUT RENTAL PROPERTIES.
I WONDER HOW MANY ACTUALLY JOIN THE APARTMENT ASSOCIATION, AND GET THEIR NEWSLETTER, ARE
INVITED TO SPEAK AT THE LOCAL APARTMENT ASSOCIATION, AS WELL AS THE STATEWIDE APARTMENT ASSOCIATION.
IN THE SALES ARENA, AS A FAIR HOUSING UNIT, WE HAVE TO BE BETTER, AND KNOWLEDGE IN THAT

USE. HOW DO YOU ILLUSTRATE RESIDENTIAL SEGREGATION? WE START WITH THESE MAPS BECAUSE IT SHOWS
CLEARLY THAT RESIDENTIAL SEGREGATION EXISTS. TOO MANY POLITICIANS, RESIDENTS, PEOPLE IN
THE INDUSTRY DO NOT BELIEVE THEIR COMMUNITY IS SEGREGATED, PARTICULARLY IF THEY HAVE ONE
OR TWO LATIN AMERICAN, AFRICAN AMERICAN, OR ASIAN- AMERICANS LIVING IN THEIR COMMUNITY.
A GOOD MAP IS REALLY WORTH 1000 WORDS. I WILL SHOW YOU SOME MAPS THAT ARE GOOD, A LITTLE
CONFUSING, AND HOW YOU CAN ILLUSTRATE SEGREGATION IN A WAY THAT WILL ATTRACT THE ATTENTION OF
THE MEDIA. EVERYTHING YOU CREATE YOU SHOULD TRY TO DO IT IN A WAY THAT THE MEDIA CAN USE
IT, AND YOU HAVE TO HAVE HIGH QUALITY PHOTOGRAPHS, HIGH-QUALITY FILES THAT YOU ARE USING. ONE
OF THE THINGS I LEARNED WITH PROFESSIONAL MAP MAKERS IS THEY USE MUTED COLORS. A LOT
OF THE MOVIES TAN, BROWN, AND YELLOW, AND THAT IS NOT STRONG ENOUGH AND VIBRANT ENOUGH
TO DEPICT HOW SERIOUS THE SEGREGATION IS. OFTEN TIMES, PROFESSIONAL MAP MAKERS WILL
COLOR THE PREDOMINANTLY WHITE AREAS IN AS YELLOW SO YOU DO NOT REALLY SEE WHITE/BLACK
SEGREGATION. MAPS OFTENTIMES HAD TOO MUCH INFORMATION. YOU HAVE TO THINK ABOUT THE COLORS
YOU ARE USING WHEN ILLUSTRATING SEGREGATION. SOME PEOPLE WANT TO USE GEOCODING. IN COMMUNITIES
LIKE WESTCHESTER AND GENERAL COUNTIES, YOU STILL HAVE SEGREGATION, AND IT IS DIFFICULT
TO SHOW IT BY CENSUS TRACT, AND OFTENTIMES TIMES THE SCHOOL DATA IS MUCH MORE POWERFUL.
SO, WHAT IS EFFECTIVE, AND WHAT IS CONFUSING? THIS WAS THE FIRST MAP MADE FOR US IN THE
METROPOLITAN CHICAGO AREA. YOU CAN TELL BY THE LEGEND, ONE DOT EQUALS 100 PEOPLE. THE
WHITE DOTS REPRESENT WHAT PEOPLE, AND THE BLACK DOTS BLACK PEOPLE, BUT IT IS CONFUSING.
WE ASKED THE DEMOGRAPHER TO MAKE ANOTHER MAP, JUST USING DOTS FOR ALL AFRICAN-AMERICANS,
AND SO ON THE MAP ON THE RIGHT, YOU CAN SEE WHERE THE CONCENTRATION OF AFRICAN-AMERICANS
ARE, BUT WE ASKED HIM TO OVERLAY WHERE THE OFFICES WERE LOCATED OF THIS PARTICULAR REAL
ESTATE COMPANY. YOU CAN SEE THAT WITH THE RED STAR. FINALLY, WE ASKED THE DEMOGRAPHER
TO ILLUSTRATE WHERE THE RACIAL STEERING OCCURRED, AND THE GREEN DOTS WERE DOTS OF CONDOS THAT
WERE SHOWN TO WHITES, AND THE YELLOW DOTS WERE DOTS OF HOMES THAT WERE SHOWN TO AFRICAN-AMERICANS.
THERE, YOU SEE A LOT MORE GREEN DOTS, AND GREEN DOTS IN PREDOMINANTLY RIGHT -- WHITE
AREAS. I DO NOT THINK ANYONE OF THESE THREE MAPS WAS MOST EFFECTIVE. THIS IS METROPOLITAN
DETROIT, THE CITY OF DETROIT, IN THE DARK BLUE LINE GOING ACROSS IS EIGHT MILE ROAD.
THIS MAP WAS MUCH MORE POWERFUL IN SHOWING THE SEGREGATION, KEEPING THE WHITE AREAS WHITE,
THE AFRICAN-AMERICAN AREAS BRIGHT RED. WE USE THE GREEN AND YELLOW DOTS IN A SERIES
OF SALES AND THE CITATIONS TO SHOW THAT GREEN ARE THE HOMES WHITE PEOPLE WERE SHOWN, AND
YELLOW ARE THE HOMESTEAD AFRICAN-AMERICANS WERE SHOWN. HERE, YOU ARE ABLE TO THE LIST
RATE THEM SEGREGATION, -- ILLUSTRATE THE SEGREGATION, AND THE CORNER OF THE MAP SHOWS HOW MANY WHITES
WERE SHOWN SO MANY MORE HOMES THAN AFRICAN- AMERICANS, AND YOU CAN SEE ONLY WHITE -- ONE
AFRICAN-AMERICAN WAS SHOWN A HOME IN A PREDOMINANTLY WHITE AREA. THIS MAP WAS VERY POWERFUL WITH
THE LOCAL MEDIA. CURRENTLY, WE USE OUR OWN MAPS. THE QUESTION IS, CAN YOU PUT TOO MUCH
INFORMATION ON THAT, AND IF YOU HAVE INFORMATION, HOW DO YOU APPROPRIATELY DEPICTED? WHAT COLORS
DO YOU USE? GREEN IS A POSITIVE COLOR. BLUE IS A POSITIVE COLOR. THEN YOU GET INTO RED
AND DARKER COLORS, AND THAT DRAWS YOUR ATTENTION TO SAY IS THIS AN AREA WHERE A PROBLEM EXISTS?
HERE, WE USE RED ARMY SHOW THE FORECLOSURES -- READ WHEN WE SHOW THE FORECLOSURES OWNED
BY AFRICAN-AMERICANS. PEOPLE SHOULD BE ABLE TO LOOK AT THE MAP, AND FIGURED THINGS OUT
FAIRLY EASILY. WE USE THE SAME MAP WITH BANK OF AMERICA IN ATLANTA, WHICH IS HIGHLY SEGREGATED.
WE HAD THE ORIGINAL MAP, AND THEN NEW EVIDENCE TO ADD TO IT. WHEN YOU LOOK AT IT, IT POPS
OUT THAT THE DISCRIMINATION AND THE PROBLEM CONTINUES IN THE SAME AFRICAN-AMERICAN NEIGHBORHOOD.
THIS IS A MAP THAT HAS BEEN CREATED, AND I PUT THE WEBSITE UP THERE -- THEY CALL THESE
THE BEST RACE DEMOGRAPHIC MAPS IN THE COUNTRY. THIS IS JUST SHOWING YOU WHERE PEOPLE LIVE
THE BLUE DOTS ILLUSTRATE ONE-4-1 OF WHITES, THE GREEN DOTS ARE AFRICAN- AMERICANS, ASIAN-AMERICANS
ARE READY, LATINOS ARE ORANGE, AND ALL OTHERS ARE WRONG. THIS IS -- BROWN. THIS IS CHICAGO
USING THE SAME MAP. I LIKE THESE MAPS IF YOU ARE JUST GOING TO BE DISCUSSING HOW SEGREGATION
WORKS, WHO LIVES WHERE. IT IS A NICE SOFT ILLUSTRATION WITH COLORS OF THE SEGREGATION
IN THE AREA. BECAUSE IT USES STREETS, PEOPLE COULD LIVE AT THAT AND SAY I LIVE HERE, I
DID NOT KNOW. I THOUGHT MY NEIGHBORHOOD WAS INTEGRATED, AND THEY WILL LOOK AT IT AND SEE
WHAT THE COMMUNITY LOOKS LIKE. HERE, YOU CAN SEE THE ASIAN- AMERICAN COMMUNITY IN CHICAGO
IS CONCENTRATED, AS WELL AS THE WHITES, THE AFRICAN-AMERICANS, THE LATINOS. EVERYONE SEEMS
TO BE HIGHLY SEGREGATED IN THE CHICAGO METRO AREA. WHEN WE WERE DOING THESE INVESTIGATIONS
IN THE LONG ISLAND AREA AND NASSAU COUNTY, AND IN WESTCHESTER COUNTY, WE FOUND THAT USING
THE SENSES DID NOT DO PICKED THE STEERING -- DEPICT THE STEERING AS CLEARLY AS USING
INFORMATION FROM THE SCHOOL DISTRICT, AND WHEN YOU LOOK AT THIS MAP, BUT WE DID WAS
OUTLINE ALL OF THE SCHOOL DISTRICTS, AND WE PUT IN THE RACIAL COMPOSITION IN THOSE SCHOOL
DISTRICTS, SO THE WHITE AREAS ARE ZERO-NEW -- 0-20%. IT GETS MORE AND MORE CONCENTRATED.
AGAIN, WE WERE USING THE GREEN AND YELLOW DOTS TO SEE WHERE AFRICAN-AMERICANS AND WHITE
PEOPLE WERE SHOWN HOMES. THIS IS VERY START, RACIAL STEERING BASED ON THE SCHOOL DISTRICT.
WE DID THE SAME THING IN WESTCHESTER COUNTY WE DID THE SAME THING IN WESTCHESTER COUNTY
TARRYTOWN WAS PRIMARILY LATINO, AND THE WHITES WERE STEERED HERE, AND THE LATINOS WHO ASKED
FOR HOMES HERE, WHERE STEERED HERE. SO, YOU CAN GET THIS DATA FROM THE WEBSITE ABOUT THE
PUBLIC SCHOOLS. WHAT WE ALSO DO, IN TALKING ABOUT SCHOOLS, BECAUSE WHEN YOU TALK ABOUT
PUBLIC SCHOOLS, YOU HAVE ALL OF THESE STEREOTYPES ABOUT THE SUCCESS OF THE SCHOOL, AND THE REAL
ESTATE AGENTS IN TARRYTOWN TOLD WHITE PEOPLE YOU REALLY DO NOT WANT TO BE IN THE TARRYTOWN
SCHOOL DISTRICT, THEY ARE NOT THAT GOOD, YET THEY TOLD THE LATINO THEY LOVE TARRYTOWN,
THE HOMES AND THE SCHOOLS ARE GREAT. WE LOOKED AT THIS THE TWO STICKS. WHEN YOU HAVE SOMETHING
SO POSITIVE, YOU WANT TO MAKE SURE THE MEDIA GRABS ONTO IT AND THEY USE IT IN YOUR STORY.
PLUS, WHEN YOU THINK OF THE WHITE FOLKS THAT LIVE IN THESE AREAS, THEY HAVE STEREOTYPES
ABOUT TARRYTOWN, AND WHEN YOU DO EDUCATION OUT HERE, YOU CAN TALK ABOUT THE POSITIVE
EVIDENCE YOU HAVE FROM THE RECORD IN TARRYTOWN. SO, WE HAD GOOD MAPS, AND A REALLY GOOD PICTURE
IS WORTH 1000 WORDS. WE TALK ABOUT THE IMPACT WE WOULD HAVE ON THESE GROUPS OF PEOPLE WITH
COLOR-CODED MAPS, AND SHOWING PICTURES OF THE APARTMENTS AND QOTES FROM TESTERS -- QUOTES
FROM TESTERS. WE DO AUDIT TESTING, AND WE ACTUALLY USED PHOTOGRAPHS OF THE APARTMENT
COMPLEXES WHERE WE FOUND DISCRIMINATION, AND BELOW THAT, WE WILL PUT SOME OF THE QUOTES
FROM THE TEST REPORTS. FOR EXAMPLE, IT MIGHT SAY THAT TESTER IN JUNE WENT TO THIS APARTMENT
COMPLEX, THE AFRICAN AMERICAN TESTER WAS TOLD NOTHING WAS AVAILABLE, AND A WHITE PASTOR
THE NEXT DAY WAS SHOWN THREE APARTMENTS. -- TESTER WAS SHOWN THE NEXT DAY THAT THERE WERE THREE
APARTMENTS. YOU ARE GIVING THE MEDIA AND THE VIEWER SOMETHING TO LOOK AT -- IT WAS THIS
APARTMENT COMPLEX. IT IS NOT SOMETHING THAT NO ONE CAN IDENTIFY WITH. WE ALSO TRIED TO
PUT A LOT OF INFORMATION ON OUR POWERPOINT SLIDES BECAUSE ONCE THAT IS OUT THERE, YOU
NEVER KNOW HOW SOMEONE IS GOING TO USE IT IN CONTEXT OR OUT OF CONTEXT, SO IF YOU HAVE
INFORMATION, IS A MEANINGFUL, NOT JUST FOR EDUCATION AND OUTREACH, BUT TO THE INVESTIGATORS
LOOKING AT IT AS WELL? IN OUR INSURANCE PROJECTS, WE WOULD USE THESE PHOTOGRAPHS. THIS IS BACK
IN THE MID-90S, WHEN WE DID NOT HAVE THE BEST CAMERAS IN THE WORLD, WHICH WE NOW ALL HAVE,
BUT WE WOULD USE THIS, AND WE ASKED THE SENATE BANKING COMMITTEE, AND REPORTERS, WHICH HOME
IS IN THE BLACK NEIGHBORHOOD. BECAUSE OF THE STEREOTYPES, THEY WOULD STUDY THESE HOMES
CAREFULLY, AND MAKE AN ASSUMPTION THAT THIS ONE WAS NOT AS WELL MAINTAINED, SO, IT MUST
BE THE ONE IN THE BLACK NEIGHBORHOOD, BUT THEY WERE WRONG. USING THIS COMPARISON MADE
PEOPLE THINK ABOUT THEIR OWN STEREOTYPES. THIS IS SOMETHING BACK IN THE DAY, WHEN WE
WERE DOING INSURANCE TESTING, WHEN WE ACTUALLY PUT INFORMATION ON THE SLIDE ABOUT THE TEST
RESULTS AND INVESTIGATIONS. NOW WE HAVE THAT ARE EQUIPMENT, AND WE USE THINGS, GOOD JPEG'S,
AND WE REALLY ENCOURAGE YOU TO USE AS MUCH EVIDENCE AND PHOTOGRAPHS THAT YOU CAN SO THAT
IT IS NOT JUST THE REPORTER TALKING HEAD ON TV. IT IS SHOWING PICTURES. SO, THE OTHER
THING THAT WE DO IS TO TRY TO SHOW THE ACTUAL NEIGHBORHOOD THAT HAS ADVERSELY BEEN AFFECTED
BY DISCRIMINATION. THE GENERAL PUBLIC HAS STEREOTYPES, AND THEY HAVE STIGMAS ABOUT CERTAIN
NEIGHBORHOODS BASED ON THEIR RACIAL COMPOSITION. SO, YOU ARE ABLE TO TAKE THE DISPARAGING COMMENTS
THEY HEAR AND SHOWED HIM THE REALITY ABOUT THESE NEIGHBORHOODS. -- SHOW THEM THE REALITY
ABOUT THESE NEIGHBORHOODS. THIS IS ALL ROAR OUT, A SUBURB OF DENVER, AND WE RECENTLY USED
THIS PROPERTY IN OUR POST AGAINST BANK OF AMERICA, AND WE WERE ABLE TO SHOW THAT WE
LOOK AT THIS PROPERTY FROM FEBRUARY THROUGH AUGUST OF THIS YEAR, AND HOW THE CONDITION
OF THE PROPERTY NOT ONLY STAYED THE SAME, BUT GOT WORSE. YOU CAN SEE HERE THIS IS A

THEY CALLED AND TOLD US. WE DID THE TEST, NOT SAYING WE WERE FROM SAINT PAUL, AND WE
FOUND THAT THE SIX-STORY APARTMENT BUILDING THAT HAD TWO, THREE, AND FOUR BEDROOM APARTMENTS
REFUSED TO RENT TO AFRICAN-AMERICANS. THE SETTLEMENT THROUGH A HUD CONCILIATION, INCLUDED
$800,000, IT AND BETTER YET, IT GAVE THEM FOUR THREE-BEDROOM UNITS RENT- FREE FOR THREE
YEARS THAT THEY CAN PLACE THEIR CLIENTS INTO, AND WHEN YOU DO THAT KIND OF EDUCATION FOR
THE SOCIAL SERVICE GROUP, THEY CAN RECOGNIZE DISCRIMINATION AND THEN REPORTED TO YOU. THE

IN TOLEDO. MY GRANDMOTHER DID NOT SPEAK ENGLISH EVER. WHEN SHE DIED, SHE STILL COULD NOT SPEAK
ENGLISH. BUT THE CATHOLIC PRIEST'S WERE TEACHING THE POLISH AND HUNGARIANS HOW TO SPEAK ENGLISH.
REMIND PEOPLE OF THE HISTORY, WHEN PEOPLE FIRST COME INTO THE UNITED STATES -- LEARNING
A NEW LANGUAGE CAN BE DIFFICULT. HOW OLD ARE THEY? ARE THEY ASSIMILATING? THERE IS STILL

BEING WRITTEN IN CHINESE, AND COMPLAINING, OH, THAT DOES NOT MAKE ME FEEL WELCOME. TALK
ABOUT THE HISTORY THERE. EVERYBODY CAN LIVE WHEREVER THEY WANT, BUT WHO WAS WELCOME? IT
IS NOT UNUSUAL TO GET COMMENTS FROM WHITE PEOPLE IN THE AUDIENCE SAYING "I HAVE A RIGHT
TO LIVE IN A WHITE NEIGHBORHOOD?" THE ANSWER IS SURE, IF YOU CAN FIND THAT WHITE NEIGHBORHOOD.
YES, THERE ARE WHITE NEIGHBORHOODS. BUT YOU CANNOT DO ANYTHING TO DISCOURAGE A PERSON
FROM COLOR FROM THEIR RIGHT TO MOVE INTO THAT SAME NEIGHBORHOOD. THEN YOU HAVE PEOPLE WHO
SAY, I DON'T WANT INTEGRATION. AFRICAN AMERICANS WHO SAY, IT WAS BETTER FOR BLACKS WHEN THEY
WERE SEGREGATED AREAS -- WHEN THEY WERE SEGREGATED. THE YOUNG LADY GREW UP IN THE SEA -- YOU SAID
THERE WERE NO WOULD OLD DAYS OF SEGREGATION. YOU MIGHT THINK THAT THINGS SOUNDED BETTER
BACK THEN, BUT YOU WERE NOT ALLOWED TO RIDE THE BUS. YOU WERE NOT ALLOWED TO GO INTO THE
NEIGHBORHOOD, AND WHEN THEY TALK ABOUT THE SCHOOLS BEING BETTER, THE TEACHERS WERE NOT
ALLOWED TO TEACH IN THE WHITE COLLEGES. YOU HAVE TO KNOW WHAT THE HISTORY IS. YOU HAVE
TO BE ABLE TO TALK TO PEOPLE ABOUT IT. GENTRIFICATION IS A HUGE ISSUE IN MANY, MANY CITIES ACROSS
THE UNITED STATES NOW AND PEOPLE WILL SAY GENTRIFICATION SUPPORTS INTEGRATION. I SAY,
YEAH, USUALLY FOR THREE MINUTES, AND THEN IT SLIPS. WASHINGTON, D.C. HAS CHANGED FROM
