so they get denied their money for some period of time and they have to go
through so much more red tape etcetera etcetera i mean this causing enormous
inconvenience including of course his home state of kentucky where there is
very significant point
so when jeff berkeley came up to a democrat from oregon who was talking
about a try to figure out how to get beyond it
