>> The idea originated from an installation of scarecrows that I saw in Finland in 2000
that made a statement on the exodus of people from resource regions in that country during
that time. The installation was called “The Silent People”

scarecrows were opposed to Bill 78 and, moreover, that they were not going to provide the protest
route to the Quebec Provincial Police. >>It’s just for fun. It’s really mostly
that. People don’t expect it, they arrive and, “Hey, what’s that?!”…. It’s
a local curiosity.
