THIS PAPER INITIATES AN IMPORTANT CONVERSATION AIMED AT
DEVELOPING SOME COMMON INDICATORS AND MET TRICKS TO USE
IN MEASURING COMMUNITY
ENGAGEMENT. I'D LIKE TO INTRODUCE THE GRANT SPECIALIST

D.C. AREA. BUT WE DON'T REALLY THINK OF OURSELVES AS PURELY
ACADEMIC CENTER. WE CONSIDER OURSELVES ENGAGED SCHOLARS AND
REFLECTIVE PRACTITIONERS WE'RE VERY INTERESTED IN IDEAS
AND THINK IDEAS REALLY MATTER BUT ARE INTERESTED IN HOW THEY
PLAY OUT IN PRACTICING COMMUNITY. PARTICULARLY FOR US
IN ADDRESSING ISSUES SUCH AS WEALTH AND EQUALITY,
DISINVESTMENT IN CORE URBAN AREAS, UNDER SERVED COMMUNITIES
AND THE LIKE. SO AS IT SAYS ON THE SCREEN THERE OUR INTENT IS
TO PROMOTE INNOVATIONS AND WHAT WE CALL COMMUNITY WEALTH
BUILDING AND ANCHOR INSTITUTIONS WE BELIEVE HAVE A IMPORTANT ROLE
TO PLAY IN THAT. OUR WORK IS REALLY THREE FOLD, A GREAT DEAL
OF RESEARCH IN THE ANCHOR FIELD BUT IN MANY OTHERS. EMPLOYEE
OWNERSHIP, COOPERATIVES AND FINANCE AND MANY OF THE ISSUES
THAT ARE IMPORTANT HERE AT THE DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT. ADVISORY OR CONSULTING WITH COMMUNITY
FOUNDATIONS, CITY GOVERNMENT, NONPROFIT ORGANIZATIONS, ANCHOR
INSTITUTIONS, TO ASSIST THEM IN DEVELOPING STRATEGY, THEN
BUILDING COMMUNITY WEALTH FIELD. A KIND OF NEW APPROACH TO
ECONOMIC DEVELOPMENT. THESE ARE EXAMPLES SOME OF THE RESEARCH

YEARS ON PARTICULARLY UNIVERSITIES AND HOSPITALS. MOST

INSTITUTION IS A FLUID CONCEPT RIGHT NOW. THERE ARE A LOT OF
DIFFERENT PERSPECTIVES. I WANT TO SHARE WITH YOU OURS BECAUSE
IT'S IMPACTING WHAT WE'VE DECIDED TO STUDY AND REPORT ON
IN THIS WHITE PAPER. SO AN ANCHOR INSTITUTION IS REALLY
VERY DISTINCT. CERTAINLY IN OUR MINDS FROM A TRADITIONAL
CORPORATION. ONE OF THE NATURES OF AN ANCHOR INSTITUTION IS IT'S
ROOTED IN PLACE. WHAT YOU CAN CALL STICKY CAPITOL. THAT IS WHY
LARGE NONPROFIT UNIVERSITIES, HOSPITALS ARE OFTEN CONSIDERED
ANCHORS BECAUSE THEY JUST STAY IN PLACE, HERE IN WASHINGTON,
D.C. THERE ARE GOING TO BE LOTS OF BUSINESSES COMING AND GOING
IN THIS COMMUNITY. WE SEE KNIT CITIES AROUND THE COUNTRY. BUT
YOU CAN REST ASSURE THAT HAD GEORGETOWN UNIVERSITY,
UNIVERSITY OF MARYLAND AND COLLEGE PARK, GW, AMERICAN
UNIVERSITY THEY'RE GOING TO BE HERE IN 100 YEARS BECAUSE
THEY'RE ROOTED AND STUCK IN PLACE. YOU CAN SEE OTHER ASPECTS
OF THE NATURE OF THESE ANCHOR INSTITUTIONS
FIVE OF THE TEN LARGEST EMPLOYERS ARE LARGE NONPROFIT
ANCHOR INSTITUTIONS. TYPICALLY HAVE A SOCIAL MISSION.
UNIVERSITIES, HOSPITALS NOT ONLY ARE BUSINESSES IN THEM SELVES IF
YOU WILL BUT HAVE SOCIAL MISSIONS OF RESEARCH AND
TEACHING AND SERVICE. AND PROVIDING HEALTH CARE AND
PREVENTATIVE HEALTH SO, FORTH. AND WE THINK THESE INSTITUTIONS
REPRESENT AN ENORMOUS POTENTIAL FOR COMMUNITIES AROUND THE
COUNTRY, PARTICULARLY URBAN AREAS BAU THEY DON'T GET UP AND
LEAVE. AND I'M GOING TO DISCUSS A LITTLE BIT THAT HAVE POTENTIAL
HERE. WHAT ARE ANCHOR INSTITUTIONS? PRETTY MUCH
EVERYONE AGREES UNIVERSITIES AND HOSPITALS FIT THE BILL. THERE
ARE 4,000 TO 5,000 UNIVERSITIES AROUND THE COUNTRY. LOCAL
GOVERNMENT. GOVERNMENT OF CLEVELAND,O HIGHO NOT GOING TO
OUTSOURCE AND MOVE TO CHINA. SO YOU CAN COUNT ON THAT BEING
THERE FOR THE LONG HAUL, MUSEUMS PERFORMING ARTS CENTERS
SOME PEOPLE BROADEN DEFINITIONS TO INCLUDE SPORTS TEAMS. NOW,
I'M LIVING IN CLEVELAND OHIO NOW. YOU KNOW?
THAT IS PROBABLY NOT IT BECAUSE BROWNS MOVED TO BALTIMORE, BUT
MOSTLY SPORTS TEAMS ARE IN PLACE. CULTURAL INSTITUTIONS AND
THE LIKE. THE ECONOMIC DIMENSION OF HOSPITALS AND UNIVERSITIES, I
THINK IS PARTICULARLY IMPORTANT. IT'S WHY, IN OUR STUDY WE
FOCUSED ON THOSE TWO TYPES OF INSTITUTIONS
NOT THAT THE OTHERS, CULTURAL INSTITUTIONS AREN'T IMPORTANT
BUT IF YOU LOOK AT WHAT ARE THE ECONOMIC ENJINZ OF CITIES AND
REGIONS IN THIS ANCHOR SPACE, THEY TEND ON AS THE SLIDE SHOWS
IN, TERMS OF THEIR EXPENDITURES, HOSPITALS AND UNIVERSITIES IN
THE UNITED STATES REPRESENT OVER A TRILLION, WELL OVER A TRILLION
DOLLARS ANNUALLY, 6% OF THE GROSS DOMESTIC PRODUCT N TERMS
OF ENDOCUMENTS, $700 BILLION INVESTED. AND BEAR IN MIND THESE
INSTITUTIONS DO NOT PICK UP AND GOCHLT IT'S VERY MUCH IN THEIR
SELF INTEREST, IN PRINCIPLE TO, CONDUCT BUSINESS IN A WAY THEY
HAVE A MORE RESILIENT COMMUNITY, A SAFER COMMUNITY, A HEALTHIER
COMMUNITY. LET THIS GET TO IN ONE EXAMPLE IS PROCUREMENT. HOW
DO YOU CONDUCT YOURSELF? IT'S ONE MET TRICK USED IN THIS
DASH BOARD. HOW DO YOU CONDUCT YOUR BUSINESS IF YOU'RE A
HOSPITAL? ON GOODS AND SERVICES?
THERE ARE A NUMBER OF HOSPITALS LIKE THAT AROUND THE COUNTRY. DO
YOU BUY WHENEVER YOU CAN GET A PRODUCT?
OR DO YOU THINK THROUGH YOUR PURCHASING STRATEGY TO SAY DO
YOU KNOW IT MAKES SENSE FOR THE COMMUNITY IF WE CAN BE BUYING
FROM LOCAL VENDORS BECAUSE THAT IS GOING TO PROVIDE MORE JOBS
AND GIVE US THE OPPORTUNITY FOR A MULTIPLIER EFFECT. THAT MEANS
MORE PEOPLE GORING TO HAVE HEALTH CARE IN THE COMMUNITY AND
YOU GET A CASCADING SET OF RESULTS FROM SIMPLY CONDUCTING
YOUR BUSINESS IN A DIFFERENT WAY. BY THE WAY, FOR YOU AS AN
INSTITUTION THIS IS NOT ONLY GOOD FOR THE COMMUNITY IF YOU'RE
A HOSPITAL, AND YOU'RE BUYING SEEN SHALL MEDICAL EQUIPMENT
WHETHER GAUZES, PADS OR, NEEDLES OR WHATEVER, THEY'RE BEING
TRANSPORTED A THOUSAND MILES TO YOUR FACILITY, AND THERE IS A
MAJOR DISRUPTION AS WE HAVE SEEN, LIKE SUPER STORM SANDY, OR
MAJOR WEATHER EVENTS OR WHATEVER IT IS, MAN MADE OR NATURAL, IT'S
BETTER TO HAVE YOUR SUPPLIERS CLOSER TO YOUR FACILITY. IT'S
GOING TO MAKE YOUR INSTITUTION MORE RESILIENT. WE THINK THERE
IS A GOOD ARGUMENT ABOUT WHY CONDUCTING BUSINESS IN A NEW WAY
AMONG ANCHORS IS NOT ONLY GOOD FOR THE COMMUNITY BUT GOOD FOR
THE INSTITUTION. IT'S A CLASSIC WIN-WIN. WE CALL, WE TALK ABOUT
THIS IN THE DEMOCRACY COLLABORATIVE AS AN INSTITUTION
EXPRESSING ITS ANCHOR MISSION. AND THE DEFINITION IS UP ON YOUR
SCREEN. I'D LIKE TO JUST READ IT. I KNOW YOU CAN. BUT TO SAY
IT'S A CONSCIOUS AND SOUGHT OUT DEFINITION TO CONSCIOUSLY APPLY
LONG TERM PLACE-BASED ECONOMIC POWER OF THE INSTITUTION IN
COMBINATION WITH ITS HUGE AND INTELLECTUAL RESOURCES TO BETTER
THE WELFARE OF THE COMMUNITIES IN WHICH THEY RESIDE AND IN
PARTICULAR, LOW AND MODERATE INCOME NEIGHBORHOODS
IN OTHER WORDS THINKING THROUGH CONSCIOUSLY IN THE INSTITUTION.
HOW DO WE INVEST? CAN WE INVEST TO SUPPORT THE
COMMUNITY AND GIVES US A REASONABLE RATE OF RETURN?
HOW DO WE SPEND OUR MONEY, HARMONIZE BUSINESS PRACTICES
WITH THE MORE TRADITIONAL RESEARCH, SERVICE AND TEACHING
AND PROVIDING OF HEALTH KASHGS GETTING IT INTEGRATED IF YOU
WILL, ALL FIRING TOGETHER AT THE SAME TIME. BEFORE TURNING IT
OVER TO SARAH TO START TO REPORT ON THE DASH BOARD, WHY DO WE
THINK IT'S TIME FOR AN ANCHOR INSTITUTION THAT COULD DASH
BOARD? WHY DO WE THINK INDICATORS ARE
IMPORTANT? ONE THERE IS A GROWING
RECOGNITION NOW AMONG UNIVERSITIES AND HOSPITALS AND
CULTURAL INSTITUTIONS THEY'RE FATE IS BOUND UP WITH THEIR
COMMUNITY. AND THAT ECONOMIC DEVELOPMENT, IF YOU WILL IS PART
AND PARCEL OF WHAT THEY DO. NOW THIS, 15 YEARS AGO WAS A FAIRLY
RADICAL IDEA. NOT A LOT OF INSTITUTIONS THOUGHT THIS WAY.
NOW, IT'S BECOMING FAIRLY COMMON PLACE
HAVE YOU LOTS OF INSTITUTIONS STARTING TO GET ENGAGED WITH
THEIR COMMUNITIES. BUT THE QUESTION IS HOW DO WE KNOW THESE
ARE WORK SOMETHING THERE ARE A LOT OF RESOURSZ MOVING AROUND.
BUT ARE THESE EFFORTS REALLY PRODUCING OUTCOMES THEY INTEND
TO PRODUCE? WHAT IS THE NASTY TRUTH ABOUT A
LOT OF HISTORIC ANCHOR INSTITUTION STRATEGIES?
IS THAT, DESPITE BEST EFFORTS OF THE PEOPLE DOING WORK, THEY SET
IN MOTION A CERTAIN DYNAMIC IN THE COMMUNITY. THAT GETS SAFER
AND BETTER, RENTS GO UP. ALL OF A SUDDEN A POPULATION TO LIFT IN
THESE NEIGHBORHOODS INTO BAD TIMES WHEN THERE ARE TOUGH
PLACES TO LIVE IN, THEY IMPROVE THEY CAN'T AFFORD TO LIVE THERE.
WHAT ARE THE WAYS WE CAN START TO ATTEND TO THIS?
FOLLOWING RATERS RELATED TO THE PROCESS. SO OUR VIEW IS THAT WE
NEED TARGETED OUTCOMES AND INDICATORS AND NEED OUR
INSTITUTIONS TO COLLECT DATA AROUND THESE. SO WE KNOW IF
WE'RE SUCCEEDING. WE DO NOT PRETEND TO SAY THIS IS THE FINAL
WORD ON MEASURES. THE INTENT OF THE PROJECT IS TO GENERATE A
DISCUSSION, A CONVERSATION AND A DEBATE WITHIN OUR INSTITUTIONS
ABOUT WHAT DO WE NEED TO MEASURE?
LET'S AGREE WE'VE GOT TO START TO MEASURE THE OUTCOMES OF THE
WORK WE'RE DOING RELATED TO THE COMMUNITY. SO, WHEN YOU HEAR
THESE MEASURES, I HOPE, YOU'LL BE THINKING WELL, THAT IS NOT
SUCH A GOOD MEASURE, WHY DON'T WE MEASURE THIS INDICATE YEAR?
WHAT ABOUT THAT? THAT IS A SIGN THAT THIS PROCESS
IS WORKING. BECAUSE WE'RE THINKING ABOUT INDICATORS. NOT
QUARRELING WITH, WELL, ARE THESE RIGHT?
LET'S GET INTO TRENCHES TOGETHER TO FIGURE OUT WHAT WE NEED TO
START TO TRACK. FINALLY, AND THEN, SORRY. THIS IS NOT AN
ACADEMIC EXERCISE. IT'S A PAPER WITH FOOT NOTES AND LOOKS

FOLKS TO FIND OUT WHAT WAS AN ANCHOR MISSION IN THEIR
PERSPECTIVE? DID THEY HAVE ONE?
WHAT DOES D.IT MEAN? WHY WERE THEY MOTIVATED TO
ENGAGE? DID THEY HAVE INSTITUTIONAL
MEASURES IN PLACE? WERE THEY TRACKING WORK THEY'RE
DOING? IN THIS COMMUNITY?
WHAT WOULD THEY LIKE TO SEE IN A SET OF MEASUREMENTS TO HELP THEM
DIRECT THE WORK? WE'VE INTERVIEWED COMMUNITY

COMMUNITY? NOW, I MEAN CLEVELAND, OHIO.
WORKING THERE IN THE GREATER UNIVERSITY CIRCLE AREA WITH A
NUMBER OF COLLEAGUE WAS TWO MAJOR HOSPITAL SYSTEMS.
UNIVERSITY HOSPITALS AND CLEVELAND CLINICS. AND CHASE
WESTERN RESERVE UNIVERSITY THE COMMUNITY IS THE
NEIGHBORHOOD SURROUNDING THOSE INSTITUTIONS. THEY'RE LOW INCOME
NEIGHBORHOOD. VERY HIGH UNEMPLOYMENT. THERE IS VERY
LITTLE BUSINESS ACTIVITY AND JOBS IN THE NEIGHBORHOODS.
INSTITUTIONS ARE SURROUNDED BY THEM. SO FOR THEM, WHEN THEY
LOOK AT WHAT IS OUR COMMUNITY, WELL, THEY'RE CONCERNED ABOUT
ALL OF CLEVELAND AND NORTHEAST OHIO. THEY SAY NOCHLT 6 OR 7
NEIGHBORHOODS WHERE 40,000 PEOPLE LIVE SURROUNDING OUR
INSTITUTION, THAT IS OUR COMMUNITY. IF YOU GO DOWN TO
ATLANTA, AND YOU TALK WITH EMMORY UNIVERSITY THERE, THOSE
OF YOU WHO HAVE BEEN TO ATLANTA NEIGHBORHOODS AROUND EMMORY ARE
VERY STABLE AND SUCCESSFUL. KIND OF UPPER MIDDLE CLASS. YOU'RE
NOT GOING TO FIND A LOT OF POVERTY AND UNEMPLOYMENT. THEY
THINK OF THE COMMUNITY THEY MAY NEED, IF THEY'RE INTERESTED IN
LOW AND MODERATE INCOME FAMILIES AND NEIGHBORHOODS AND CHILDREN
THESHG MAY NEED TO THINK MORE BROADLY TO THE WHOLE CITY. THIS
QUESTION OF DEFINING WHAT IS YOUR COMMUNITY IS IMPORTANT.
DEFINING SPECIFIC DESIRED OUTCOME BY YOU TRYING TO HELP
PEOPLE GET WORK, BY TRYING TO HELP PEOPLE GIVE LETTING WAGE
SUPPORTING JOBS? TRYING TO IMPROVE SCHOOLS IN THE
COMMUNITY? YOU KNOW?
WHAT ARE THE OUTCOMES YOU'RE GOING FOR IN SPENDING TIME TO

THEIR COLLEAGUES WHO ARE WORKING IN THE SAME INSTITUTION
SO PERCENT EMPLOYED AT LIVING WAGE OR ABOVE. DATEA, YOU CAN
TRACK. THAT IT'S INSTITUTIONAL DATA. RIGHT?
AND ANOTHER WAY IS PROCUREMENT DOLLARS. HOW MUCH IS BEING
DRIVEN TO LOCAL BUSINESSES OWNED
LOCALLY ON THE THEORY IF OWNERSHIP IS LOCAL THOSE OWNERS
ARE GOING TO GO OUT TO OTHER VENDORS AND SPEND THE MONEY.

ECONOMICALLY, THIS INSTITUTION DROVE OVER A BILLION DOLLARS
INTO THE LOCAL ECONOMY. 5,000 PEOPLE GOT JOBS AS A RESULT.
THAT IS A WAY YOU CAN BEGIN TO CHANGE BUSINESS PRACTICES. GOING
FORWARD UNIVERSITY HOSPITALS IS CONTINUING THAT SAME AGGRESSIVE
STANCE. THEY SPEND $800 MILLION ON GOODS AND SERVICES. ANY
CONTRACT OVER $20,000 HAS TO HAVE A BY THE COME PERFECT A
LOCAL MINORITY OR FIRM. SO THEY CAN COMPETE WITH THE BIG GUYS ON

A LOT OF INSTITUTIONS WILL HAVE A SMALL BUSINESS INCUBATOR
OFFICE. YOU CAN LOOK AT PERCENT YENTS OF BUSINESSES YOU'VE
INCUBATED FOR LOW INCOME POPULATIONS IN HIS LAST EXAMPLE.
A LOT OF BUSINESSES HAVE HAD TO GROW IN ORDER TO FILL THE NEEDS
OF THE PROJECT. HOW IS THE INSTITUTION HELPING THAT TO
HAPPEN? IS THAT AVAILABLE TO THE LOCAL
COMMUNITY? ANOTHER IMPORTANT INDICATOR IS A
VIBRANT ARTS CULTURE DEVELOPMENT. THIS IS SOMETHING
ACTUALLY WE HEARD AS VERY IMPORTANT FROM PEOPLE WE'VE
INTERVIEWED OF. THEY WANTED TO SEE AN INDICATOR MEASURING ARTS
AND CULTURAL DEVELOPMENT. ARTS AND CULTURE NOT ONLY CREATE A
VERY I VIBRANT COMMUNITY WHERE PEOPLE WANT TO LIVE AND WORK AND
VISIT BUT GENERATES A LOT OF ECONOMIC ACTIVITY. SO YOU CAN
LOOK AT WHETHER YOUR INSTITUTION IS SUPPORTING CULTURAL
DEVELOPMENT IN THE COMMUNITY, YOU CAN DO THAT BY LOOKING AT
WHAT KINDS OF ARTS AND JOBS AND BUSINESSES ARE CREATED IN THE
COMMUNITY. AND THE KINDS OF MONEY BEING SPENT ON THAT. A
GOOD EXAMPLE OF THIS IS SYRACUSE UNIVERSITY. THE CHANCELLOR SET
AS A GOAL TO USE POWER OF ART, TECHNOLOGY ASK INNOVATION IN
KEEPING WITH NEIGHBORHOOD VALUES AND CULTURE. TO REVITALIZE THE
9TH POOREST CENSUS TRKT IN THE UNITED STATES
SHE SET OUT WITH THAT AS A GOAL MADE THAT AN INSTITUTIONAL

WORKED ON CREATING A CONNECTIVE DOOR DOER BETWEEN THE ARTS
DISTRICTS AND COMMUNITY. AND THEY HAVE HAD A LOT OF OTHER
PROJECTS THAT WERE PART OF THAT CONNECTIVE CORRIDOR. THEY
REHABBED ABANDONED WAREHOUSES TO BE LIVE WORK SPACE FOR ARTISTS.
THEY HAD A HOMEOWNER SHIP GRANT, GUARANTEED MORTGAGE PROGRAM.
THIS WAS ALL STARTING BEFORE PRESIDENT, CHANCELLOR CANTOR SET
THIS AS A GOAL SHE PULLED IT TOGETHER UNDER
THIS ONE PROJECT AND PUT THE FULL WEIGHT OF THE INSTITUTION
BEHIND IT. THIS IS SOMETHING WE'VE PROFILED IN A REPORT YOU

SIGN OTHER PEOPLE CAN'T AS WELL. SO THERE ARE DIFFERENT WAYS TO
SUPPORT THE HOUSING IN THE COMMUNITY. THEY CAN INVEST IN
AFFORDABLE HOUSING AND COMMUNED LAND TRUSTS WHICH IS A GOOD WAY
TO PREVENT AGAINST RISING LAND COSTS OVER TIME, YOU CAN TRACK
THIS USING CENSUS DATA TO SEE HOW MUCH PEOPLE ARE SPENDING ON
HOUSING COSTS AND TRACKING INSTITUTIONAL EFFORTS AS WELL.

DETERMINATIONS? CAN THEY THINK OF INVESTING SOME PORTFOLIO
LOCALLY? PUT SOME BILLIONS OF DOLLARS
INTO THE LOCAL COMMUNITY? CREATE JOBS AND SO FORTH?
THERE ARE PRECIOUS FEW EXAMPLES OF THIS THAT WE KNOW. ANYONE IN
ROOM THAT HAVE EXAMPLES SEND THEM TO US. THESE UNIVERSITIES
HAVE TARGETED INVESTMENTS LOCALLY. THEY UNDERSTAND IT'S
GOOD FOR THE INSTITUTION. SO TAKE THE CASE, THIS STELLAR
EXAMPLE OF UNIVERSITY OF CINCINNATI. SOME YEARS AGO, HAD
A $1 BILLION WITH A "B" 1 BILLION, ROUGHLY ENDOWMENT.
DECIDING WHEN LOOKING AT THE CAMPUS IF THEY DIDN'T START TO

FAITH IN THE NEXT 20, 30, 40 YEARS?
IF THIS SITUATION CONTINUES? BECAUSE UNIVERSITY OF CINCINNATI
IS GOING TO BE THERE. UNDER LEADERSHIP OF NANCY SXIMER,
UNDER PRESIDENT ZINFER, THE BOARD OF TRUSTEES MADE A
COMMITMENT TO TAKE A TENTH OF THE ENDOWMENT, $100 MILLION
INVEST IT LOCALLY. BASICALLY SEEKING A 4% RETURN WHAT IS
CALLED A PROGRAM-RELATED RETURN. KNOWING THAT THEY'D EARN LESS,

$750,000 A YEAR IN FUNDING TO CONTINUE THAT. IT'S A PUBLIC

THEY WERE IN THE COMMUNITY BUT NOT OF IT. USUALLY RELATIONSHIPS
WERE ANTAGONISTIC. IN WAYS THEY THOUGHT THAT MAYBE ANCHOR
INSTITUTIONS MIGHT BE THAT HOLY GRAIL THAT PUBLIC POLICY
AGENCIES ARE LOOKING FOR. THAT SOUGHT-AFTER LOW-HANGING FRUIT
THE STUFF RIGHT THERE YOU JUST NEED TO GRAB IT. ONE OF
THE THINGS WE'VE LEARNED IS THAT ANCHOR INSTITUTIONS ARE NOT
LOW-HANGING FRUIT. THEY'RE TREES. THEY'RE REALLY, REALLY

THESE INSTITUTIONS CAN LISTEN TO THAT WISDOM AND RECEIVE THE
DESIRES OF THE COMMUNITY AND CONDUCT THEMSELVES IN A WAY THAT
IS CONSISTENT WITH THAT. SO I DON'T KNOW IF THAT IS RESPONSIVE
